Reporting fraud or misconduct
Here’s how to report issues related to the test, or related to OET employees and contractors as a whistleblower
If you believe you have witnessed, suspect or are aware of any of these issues, we encourage you to get in touch.

We may use the information in your report to inform any further investigations required. For this reason, please share all relevant information in your initial report and include your contact details, so we can reach out if we need further details from you.
This form is exclusively for reporting concerns about suspected fraud or the security of OET. Otherwise for:

OET's commitment to you is that we will:
- treat any information reported to us sensitively and confidentially
- respect requests to remain anonymous, unless we are legally obliged to report the identity of the person making the allegation to relevant law enforcement authorities or regulators
- recognise that you may be identifiable by others due to the nature or circumstances of the disclosure, and maintain the confidentiality of your identity.

We are committed to the highest standards of conduct and ethical behaviour in all our business activities and to promoting and supporting a culture of honest and ethical behaviour, corporate compliance, and good corporate governance.
We welcome whistleblower reports relating to OET employees concerning:
- illegal, corrupt, fraudulent, or undesirable conduct (misconduct)
- or any breach of the Cambridge Boxhill Language Assessment (CBLA) (OET) Code of Conduct.
We do not tolerate anyone being discouraged from speaking up or being adversely impacted because they have reported misconduct in accordance with our Whistleblower Policy.
Where an employee has caused detriment to a whistleblower for reporting or wanting to report misconduct and/or breaches of our Code of Conduct, we will consider disciplinary action. This may include termination of employment or engagement.
Eligible whistleblowers are those who make a report in accordance with the Whistleblower policy and can be any of the following:
- Current or former officers, board members or employees of OET
- A person (or their employee) who supplies goods or services to OET
- An associate of OET
- A relative, dependent, or dependent of the spouse of any of the above
We encourage whistleblowers to act honestly and ethically in any reporting of suspected unethical, illegal, fraudulent, or undesirable conduct involving OET.
While whistleblowers are encouraged to identify themselves as part of raising a concern, there is no requirement to do so to qualify for protection. This means that the whistleblower can be anonymous and that the identity of the whistleblower, if disclosed, must be kept confidential.
We offer both informal and formal channels to raise concerns, depending on your circumstances and the seriousness of the issue, including:
- Informally, through your manager: If you’re comfortable, we encourage you to raise concerns with your manager. Before you raise a concern, you can find more information about our Whistleblower policy or general whistleblower information by contacting either Stopline or one of the Protected Disclosure Officers listed below.
- Formally, by contacting a Protected Disclosure Officer or Stopline: Reporting can be submitted to either a Protected Disclosure Officer or Stopline. If you wish to remain anonymous, Stopline will follow the protocols to ensure confidentiality.

Our commitment to you when you make a disclosure:
- your identity will remain confidential if this is your wish;
- you will be protected from reprisal, discrimination, harassment or victimisation for making the disclosure as defined in the Corporations Act;
- you will be notified if an independent internal inquiry or investigation will be conducted;
- you will be informed about the outcome by OET (unless the report was made anonymously in which case the whistleblower will be subject to the regulator’s processes); and
- any retaliation for having made the disclosure will be treated as serious under this policy.
